Graphical tools (luciole, xlesar etc.) require a X server to run;
see cygwin / X for information on how to install a X server in cygwin.
Moreover, these tools are tcltk based, thus tcltk packages must be installed.

Warning: several packages are necessary in order to get a decently running X11 server,
in particular font packages:

it is recommended to install at least:

xinit
xorg-server
font-util, fontconfig
xorg-x11-fonts-***
xset, xlsfonts
tcl-tk, tcl-tk-devel
libXt-devel, libXmu-devel
pkg-config
libgtk2-devel

if you cannot run luciole, it probably means that no X server is running
if you can run luciole, but fail to run sim2chro-gtk and/or sim2chro-x11, it probably means that some fonts are missing:

try: xlsfonts | grep "^[0-9]*x[0-9]*$"
if you don't get, at least, 8x16 and 5x8, then fonts are missing, check your installation
